It's not a bribe. It's the capriciousness and incompetence of individual bureaucrats, which is always weird in a country so obsessed with following the rules.
I feel your pain, I applied in 2020 and I'm still waiting for updates on the process. I was told in no uncertain terms that I am forbidden from asking for updates on the application status.
I'm now going to try again in June now that dual nationality is back on the table and it's no longer going to be processed by Pankow
Dunno what awaits me down the road but so far the citizenship application process looks quite crisp. Can do it online, the form looks good.
The problem comes in the waiting. It'll take years rather than months.

My 2 pals (blue card sponsored PR) applied late fall 2023, already got their Einbürgerungsurkunde. It might be quite random.
Depended on the Bezirk up until 2024.
