Somewhere I lived it was legal to repair these things yourself then take the cost out of the rent. Somewhere else I lived I just announced I was going to do that, knowing that getting a lawyer to say I couldn’t would cost more than fixing the heating, and in the end the landlord paid the plumber I’d locate d directly rather than have the rental income altered. This was just heat in a flat not the entire building though.
