Not sure 2G+ always means plus test. Taking kids to Planetarium, just checked, and there "+" means plus mask. Some places "+" means plus social distancing. So the plus has a discretionary aspect to it at least for some places.

yeah, this was already true everywhere in Oldenberg & IIRC Bonn in December, and is already true in some restaurants & bars here in Berlin.
